I was able to change it back to auto negotiation after I rebooted the computer with it working. If you can, check that you actually have a good link to the router. If the problem started after connecting a new device to the network then you might want to check its network config and make sure that it's not conflicting with any thing. Windows 10 is complete shit when it comes to trying to figure out network issues sometimes. I have had this issue come up twice with two different desktops, one had an unplugged ethernet cable between the router and the switch the desktop was on. I'm not sure what caused the other one, but it was either a network loop, or packet collisions.
